Adam Peter Riley (Independent) becomes the Vale of Glamrogan Council’s newest member after winning the Rhoose by-election.

An independent candidate – Adam Peter Riley –  has topped the poll in the Vale of Glamorgan Council by-election in the Rhoose ward – beating the former Vale Council Conservative Leader Gordon Kemp by 78 votes .

Mr Riley had played a leading role in the fight to retain a public library in Rhoose.

The Labour Party candidate Graham Loveluck-Edwards came third with only 401 votes and narrowly beat a second independent candidate Rachel Banner who was fourth.

The by-election was brought about by the death of Cllr Philip Clarke who had represented Rhoose ward as an Independent member since 2012.Cllr Clarke died when his BMW motorbike collided with a Scania van on the B4270 in Llandow on March 31st.

Observers say that support for independent candidates is on the increase against a background of internicine warfare in the main political parties .
