COUNCIL INVESTIGATES WHETHER HOME GARAGE IS ‘INDEPENDENT DWELLING’

The Vale of Glamorgan Council’s planning department is to investigate whether the double-garage of a Penarth home is being used as a separate “dwelling”.

The council says it is to carry out an Enforcement Investigation into a property at No. 42 Cosmeston Drive to establish whether the self-standing garage of the property being used as  what is described as “an independent dwelling”  at that address.

If it turns out to be the case that the outbuilding is being used in a way that it hasn’t authorised, the council would regard it as  “unauthorised change of use” and a breach of planning regulations.

There have been previous cases in Penarth where domestic garages have been converted into living quarters but normally these are only approved when they are used as “granny-annexes” –  which are defined as being “ancillary” to the main home.
