A schoolteacher who lives in Penarth ( but does not teach in local schools) the has been jailed for 8 months following the discovery of 374 indecent images of children on his laptop computer.
Paul Bulpin (45) was arrested after police raided his home at Plas Glen Rosa in Penarth Marina on March 2nd seized a laptop computer containing the images- some of children as young as 6 years of age.
Bulpin admitted three charges of possessing – and three counts of making – indecent images of children.
At Newport Crown Court Judge Daniel Williams told Bulpin “Each image is a real child and real abuse is taking place. You knew that, yet you went back time and time again to view more”. The court was told that in one picture the child in the photograph “was showing clear distress at what was happening to her.”
A total of 94 of the inmages discovered were in the most serious “Category A” images, 105 were “Category B” images, and 172 were in “Category C”.
Bulpin had no previous convictions . Jeffrey Jones, defending, said: “The knock on the door and the process of the court hearing has effectively turned his life upside-down. Mr Jones said his Bulpin had a history of depression and had been diagnosed with Asperger’s Syndrome as well as obsessive compulsive disorder. A psychiatric report and pre-sentence report was read to the court which judged Bulpin to present a low risk of reoffending. Mr Jones asked for a suspended sentence but Judge Williams said: “This offending is so serious that only a sentence of immediate imprisonment can be justified.”
Bulpin was jailed for eight months and made the subject of a 10-year Sexual Harm Prevention Order.
